C³ Stokvel Clubs

MEDICATE. EDUCATE. INSPIRE. EMPOWER

The CannaClub is the oldest ENCOD & Stokvel based Independent Private Social Cannabis Club in South Africa with more than 4000 members which have all signed up onsite, with well established educational & empowerment initiatives with support from local government.

  1. A C³  Independent Club requires in house capabilities that will allow for the management of such a club which includes cultivation, book keeping, administration & clubhouse management.

  2. It also requires a formal management system and constitution.

  5. Any independent club can register & provide their model of operation for approval.

  6. If unsure about which model of operation to use, or whether your club has the in house capabilities required to manage an independent club, we suggest utilizing the Stokvel (shared) Club model, or consider joining an established group/ affiliate.

C³ Independent Club : Stokvel Club Model 

  1. The Stokvel Private Club Model is provided freely as an example of an existing C³ recommended Independent Club Model.

  2. C³  highly recommends Harambe Solutions, Etienne van Zyl, Ricky Stone, or Fields of Green for All for any consultation regarding your constitution & management system.

  3. No limitation as to the amount of Stokvel club members. Members can be ocassional/ tourists.

  4. A commercial POS database and system such as POSTER is required. C³ is in process of evaluating an optional tailor made & preferred solution for Cannabis Clubs - Afrimeter. 

  5. C³  Stokvel Clubs attempt to supply their demand as according to the demand forecasts and does not flower more than a maximum of 2 x Cannabis plants, onsite/ offsite, on behalf of each stokvel member at any stage, as part of the stokvel stock.

  6. ​Up to 1 000 plants in flowering at any stage onsite maximum.

  7. C³  Independent Clubs endeavours to appoint remote offsite legacy growers such as the Amapondo/ Khoisan/ Rastafari and to represent such produce of legacy/ heritage growers to their Stokvel Members at the clubhouse, if able to do so. 

  8. The Stokvel model is a model for independent clubs that has been endorsed by C³ , as compliant with the Cannabis for Private purposes Act & general direction indicated by the Cannabis Master plan.

  9. Other Independent Clubs are welcome to submit their models (including management system & constitution) to C³  for review. â€‹

A C³ Stokvel Club can be:

  1. An existing or planned private Cannabis nursery/ cultivation venture  with or without a clubhouse, or;

  2.  An existing or planned private Clubhouse with or without onsite cultivation/ nursery.

​

Chief Criteria for C³ Independent Stokvel Clubs​

​

C³ Stokvel clubs are based on:

The Cannabis for Private Purposes bill, our Constitutional right to freely & privately associate with like minded individuals or Club members and the Stokvel/ Shared Club Model.

​

With the the full intention to:

  1. Offer best value for money small-scale, organic, artisanal produce & experiences to Club members and the greater community.

  2. To achieve 's primary goal, which is to obtain full demographic representation & participation of the South African population in the small scale artisinal Cannasphere.

  3. To be activey involved in the destigmitization of Cannabis, & create awareness of it's medicinal applications, skills development & empowerment potential including the establishment of working models & pilot projects for further refinement.

  4. To expand the Stokvel offerings into other small scale high value produce such as traditional medicinal herbs.

  5. To promote interactions between C3 clubs, also on an international base, to develop Cannabis tourism & educational opportunities.

C³ Stokvel Clubs operate on a non profit base: ​

  1. This means that profits, if any, are disbursed as defined by the Club's Constitution & Management System, including for service providers, upgrades, maintenance or empowerment objectives and not transferred to owners/ shareholders (as there aren't any owners or shareholders). 

  2. This does not mean that operating and maintenance costs or service providers are not compensated for their services, or others for their time, investments/ property/ equipment rented and the like.

  3. It also does not mean that upgrades to the clubhouse, cultivation area/ equipment or facility in general can’t form part of the stokvel members reimbursement fees, if that is defined by the Club's management system.

  4. C³ Stokvel Clubs are non profit organisations, but do not have to register as an NPO, although this can be advantageous, in the case where Government support is required (easier), or when large donations are expected/ required from corporations as a tax benefit.

In order to ensure non commercial operation in all fairness, C³ Stokvel Clubs: 

  1. Cannot franchise or branch into other areas. This can be considered as a commercial operation and such opportunities should rather be passed onto others and the broader community, or you should consider joining a group/ affiliate that has developed the relevant framework & support in order to ensure non commercial operation.

  2. Independent Clubs cannot cultivate more than 1000 Cannabis plants onsite, in flowering at any stage.​​​

 Stokvel Clubs function on a stokvel (shared community) base:

  1. Stokvels are projects where stokvel members work together to achieve common goals - such as to produce savings, consistent quality/ variety and to belong to a community of like minded souls that aspire to collective objectives.

  2. Members appoint the C³ Stokvel Club to provide it's best effort in cultivating the communal Member's Stokvel stock, which is collectively owned by the Stokvel Members.

  3. C³ Stokvel club members and club service providers work together to achieve the C³ Club goals.

  4. In South Africa stokvels can be registered as saving schemes, must be non profit based and operate as described by its management system.

C³ Stokvel Club operation:​

  1. Each C³ Club operates independently under its own name, with its own management/ appointed service providers and according to its own management system, and at it's own risk, with no guarantees provided or implied by C³ or any of it's members.

  2. C³ Stokvel Clubs can cancel their registration at any time.

​

Once registered online, the management committee of a C³ Stokvel Club undertakes to ensure that :

  1. The C³ Stokvel Club Startup Procedures are followed.

  2. A Club Constitution & Management system is adopted by the management committee.

  3. The Club Constitution & Management System is implemented and will follow the Constitution or deregister from C³.

  4. The Club will only promote or present itself (including on social media or by signage) as a C³ member/ club once the above has been effected / and while the above is in effect.

  5. Direct collaborations between C³ Clubs & Service providers are encouraged with no C³ involvement, or remuneration to C³ required.

  6. Produce/ plants belong to all C³ Stokvel Club members - Members Stokvel stock.​​

When a new C³ Stokvel Club member signs up, the member:

  1. Provides authority to the Club to provide it's best efforts to attempt to cultivate 2 strain specific Cannabis plants on their behalf, as part of the stokvel stock (communal members stock), at any stage.​

  2. The Stokvel member endeavors to reimburse the service providers for any Stokvel stock the Member wishes to withdraw at the reimbursement fees as determined by the Club constitution, if such a member is satisfied with the quality thereof.

  3. The Member carries no risk and has no other contributions.

  4. The Members have access to clones/ planters for private home/ experimental use in the case of a nursery orientated club. 

  5. The Club founder/ (s) appoints Club management. Club management appoint Club service providers as and when required, as reflected by the management system and constitution.

  6. The appointed club service providers provide the services in advance at their own costs in the hope of recovering such from the disbursement of reimbursement fees as defined by the Club Constitution in the Club Management system.

General C³ Stokvel Club requirements:

​​​

Standards with regards to water used for cultivation:

  1. Harvested rain & natural water preferred.

  2. Bore hole water tested 2 x per year.

  3. No planting within the vicinity of sewerage systems.

  4. The above forms part of the C³ cultivation agreements that are formed between C³ Clubs & their cultivators.

The empowerment initiatives of each C³ Stokvel club must be clear & regularly updated. In the South African context these can include : 

  1. Support for legacy growers i.t.o cultivation contracts, specifically aimed towards AmaPondo , Rastafari, Khoisan & deprived communities in your area.

  2. Local community development, upliftment & educational initiatives.

  3. Establishing & developing empowerment actions in your C³ Stokvel club such as working towards establishing self owned/ independent subcontractors as service providers (such as The Scissor Sisters, First Nation Organics, etc.)

  4. Establishing Service Providers, or Micro Clubs , or Community Clubs in your local deprived/ vulnerable communities, to provide upliftment/ employment opportunities.

In addition, all C³  Clubs are required to :

  1. Demonstrate their commitment towards empowerment initiatives. The Club's Social Responsibility Initiatives or planned initiatives are requested upon registration. All C³ Clubs are required to compile a Google Doc which contain the club's empowerment actions and supply C³ with a link to this document. This link will be reflected on the website on this page.   2. Upload video content at a minimum of 5 minutes per month to reflect your C³ Club operations or empowerment actions. This is required for the development of the social media profiles & platforms. You are welcome to upload up to 6 videos per month of not longer than 10 minutes per video. These videos can be uploaded here.

  3. C³ Clubs are encouraged to share their initiatives & collobarationns on the C³ forum as well their videos on the C³ Facebook page.

It is essential that C³ Stokvel clubs provide tracking & tracing of Stokvel members stock, especially if using offsite cultivators.​

​​

For C³ Stokvel clubs, a viable solution to this problem is to deploy and set up a POS System (Poster recommended) using IKHOKHA/ YOCO hardware. This system can:

​

  1. Provide membership management including analysis/ loyalty programs etc.

  2. Club house management including reporting, cash management, card/ other payment options and hospitality functionality.

  3. Stock management. It allows multiple linked stores which allows the Stokvel Club to track:

    1. Onsite cultivated and harvested product from drying to curing, to pre- packaging, to packaging, or to storage and finally to the Clubhouse in a per strain and per gram/ packed item format.

    2. Product ordered from offsite cultivators can be received and tracked as above from the point of having ordered and received via Poster.

  4. A great advantage is the historical, actual data which greatly assist the club with member demand forecasts (from year 2 especially).

  5. Poster is a good solution with quality support and online training.

Over and above a POS system, a C³ Stokvel club requires a bookkeeper and an accounting system:

  1. To receive all stokvel members reimbursements, and retail shop income.

  2. To effect the weekly disbursement of the stokvel members reimbursement fees to Club service providers and to pay operating expenses as defined by the management system & constitution.

  3. General administrative tasks leading up to yearly financial statements by competent accountants.

Typically the club management will want to:

  1. Constantly identify and forecast the members' demand to be able to provide cultivation contracts that will supply to demand without shortages/ wastage.

  2. Aim to have at least 3 months worth of members' demand in processing/ packaging/ storage.

​​

Initially the demand forecast is based on:

  1. Not more than 2 x Trees in flowering, at any stage per member.

  2. Therefore directly related to how many members have signed up and continue to do so.

  3. Once actual historical stokvel member withdrawal data is available and can be used, the demand forecasts can become very accurate and follow peak/ seasonal trends.

  4. Therefore cultivation contracts are based on 2 x plants per member until such time as demand forecasts become more accurate.

Cultivation contracts/ service providers are awarded contracts based upon:

  1. The shortages expected/ experienced from the demand forecasts (of a season in  advance in the case of outdoor produce).

  2. Yield expected from cultivator grow conditions:

    1. The C³ Stokvel clubs standard target for AA grade outdoor/ greenhouse is a yield of  100g per tree or 10 trees per kg.

    2. The C³ Stokvel clubs standard target for AA grade indoor is 25g per tree or 10 trees per 250g.

    3. Note:

      1. The above does not represent a lot of stokvel stock available per member per harvest (max 200g of AA grade outdoor).

      2.  C³ Stokvel clubs rely on the majority of their stokvel members being low consumption/ seasonal/ occasional - therefore membership is free - as opposed to high consumption/ demand expected from membership fee based operations.

  3. The demand forecast is based on per item/ per gram base and not on a per tree base, since a “tree” can vary greatly i.t.o its size of AA grade produce delivered and depending on strain, cultivation style & environment.​​

​

Cultivation contracts awarded :

  1. The Management Committee establishes a cultivation agreement(s) with a cultivator(s).

  2. This agreement is plant based and may be strain specific.

  3. The cultivator can be on or offsite.

  4. The plants belong to the stokvel members at all times.

  5. Demarcation signs must be displayed in all cultivation areas.

In the case of an onsite cultivator:

  1. The harvest and processing is concluded onsite.

  2. The members' stokvel stock does not leave the premises unless withdrawn by a stokvel member.

  3. After the Stokvel stock is harvested, dried, cured & trimmed/ processed it is taken on and received by the  Club’s POS system.

  4. The disbursement of Stokvel Members reimbursement fees to service providers such as the contracted cultivators is paid out weekly to service providers depending on members reimbursements of the previous week.

  5. The Club places additional cultivation orders as needed, or may appoint additional cultivators if needed, in this case, the Club endeavours to appoint legacy/ heritage cultivators if possible.

  6. The plants belong to the Stokvel members at all times.

  7. Should the Club for whatever reason not be able to offset the onsite cultivators supply as contracted within 12 months of harvesting, the produce will be destroyed or donated according to the Club management system requirements.

In the case of an offsite cultivator:

  1. The C³ Stokvel Club receives the order placed at the cultivator in weighed packages of strain specific, trimmed & cured produce.

  2. After inspection/ grading the stock is taken on and received on the C³ Club's POS system.

  3. This completes the action of moving the stokvel stock from one private location to another from a contracted grow space to the club house providing that such transport quantities are within the legally prescribed limitations & procedures. 

  4. In addition the C³ Transit statement must accompany all transportation.

  5. The disbursement of Stokvel Members reimbursement fees to service providers such as the contracted cultivators will be paid out weekly to service providers depending on members reimbursements of the previous week to allow for electronic transfers.

  6. The Club places additional orders as needed.

  7. The plants belong to the Stokvel members at all times.

  8. Should the Club for whatever reason not be able to offset the cultivators supply as contracted within 6 months of harvesting, the Club members automatically forfeits their rights to such stock.​

The Stokvel model as presented on this page is available for free to C³ Members.
